70 Disc Brake Metering Valve Stuck - Is It Bad Or Can It be Fixed?

I was cleaning this valve up for a resto I'm doing. After cleaning the rubber cup and wirewheeling the body, I notice the valve seems to be stuck. I can't move the metal stem in any direction - should it be very hard to move or is it stuck? Can it be serviced or should it just be replaced?

The seals are just o-rings. If you can get it apart, you should be able to hone the bore and replace the o-rings. You will likely need to match up the old o-rings with new ones from a source like McMaster Carr.
