There was no RPO code for poverty caps.
They were standard on a 442 / Cutlass.
All other wheel covers and wheels had an RPO code.
A clue to a car that was originally ordered without any wheel options, (poverty caps) would be in the paint code on the Fisher Body tag.
Third letter in the code is wheel color. If it is the same as the first letter (lower body color) then the car came with poverty caps.
If it is code "A" ( black) , then the car was originally built with wheel covers.
My 66 Cutlass convertible was delivered with poverty caps. If I remember correctly It came with the poverty caps because I was planning to add a set of chrome reversed wheels. Which did not happen. Lucerne Mist, matching top and interior. Factory 4-speed with posi, dual exhaust, P/S and power brakes. Boy I wish I had it now.

^^^THIS. And yes, the use of the third paint code letter to designate the color of the wheels was limited to Fremont, and possibly Arlington.
My bad. Could have sworn I was looking at a saffron 67 442 with yellow seats and yellow convertible top. Still recovering from Thanksgiving coma I guess...
