1966 Olds 442 front bumper brackets

Got a question on my 66 442 front bumper brackets. attached a pic (not my pic just one Google found) of a hole circled in RED, what goes there? Also if someone has pics they can share of the way the front bumpers brackets install, that would be very helpful to me.

From the 1966 PIM. No, I have no idea why the forum software so helpfully shrinks the image horizontally.
