1970 Cutlass

Why do some 1970 hoods have chrome luvour's and some are painted?
Or am I confusing the years?

The chrome louvers are actually separate pieces that are bolted to the hood where the painted ones are just holes cut in the hood. The ones with the painted ones are also on a flat hood from what I remember.
