1964 cutlass dash lights

Restored my 1964 cutlass and having a problem getting dash lights to work. Do all interior lights have to be hooked up with bulbs in them for any to work? The head lights work but none of the dash lights work or gauge lights. Have manuals but no wiring instructions. Everything appears to be wired correctly. May have to remove switch. Just looking for solutions.

Yeah, I tried that. Nothing. All wires look good. Not sure what's going on.

X2 on rotating light ****, may take quite a few turns back and forth to clear out dirt.

Its probably time to pull out a meter and see where the power is lost.

If you really have the complete set of 1964 Chassis Service Manuals, the wiring information is Vol 4, Section 13.

Is a complete set of 64 service manuals hard to come by? I think I have a complete set,4 or 5 manuals.
