Where is my horn relay?

I don't know where my horn relay is, I have looked around the engine compartment but I don't see it. Trying to get my horn working, when I push the horn button I don't get a click or anything. I took the steering wheel off, everything is there and I still couldn't gat a click or honk. Both horns are there too... hmmm
67 Vista Cruiser.

It looks like one of these 2, should be on drivers side wheel well.

Where the steering column attaches to the steering box at the rag joint, there should be a brass strap looping over the rag joint to complete the circuit.

FYI, the replacement Dorman rag joint I got for my 67 Delta did NOT have the ground strap. In installed one to ensure my horn continues to work.
