Whatsit? (Need part ID)

Any help identifying this part? 1970 Cutlass, this has been kicking around my bench with a bunch of other related parts including my non-tilt steering column. Any help?

It looks like the inner race to one of the steering column bearings.

That was what I had been thinking, but I haven't seen where it would install to yet. It might be from somewhere else in the car, or nowhere in the car which doesn't help me much. But for some reason I had a clip attached to it...possibly to remind me of something I've now forgotten :-(
