What does this wheel fit?
Buick had something very similar to that for early 80s Rivieras but that wheel doesn't appear to have enough offset for a FWD application, or a large enough bolt circle for a Buick. I think the Buick wheel was also chromed around the lug nut area.
The Pirelli Cinturato makes me wonder if it might be for a European car. Jaguar had a similarly styled chrome wheel, as did several Italian makes. Those hubcap mounting pins are unfamiliar.

Jaguar XJ6 and XJ12 cars used the 5 x 4.75" bolt circle. If you are getting 4.5" by measuring between two bolt holes, that is NOT the way to measure the diameter of the bolt circle on a five hole wheel. If it really is 5 x 4.5", it's not a Jag wheel.
I measured by outside of the first hole to the middle of the 3rd hole. I got a 4.5/114.3. Don't forget the XJ series came in 3 different series. Series 1, Series 2, and Series 3. I was told it fits a Series 1.

With a 5x100mm BP, probably Celebrity or other X-car. That style was also pretty common on late-70s/early-80s Malibus, Novas and ElCaminos. I think I've seen some 82-84 bottom-feeder Camaros with them too.
Yeah, I've seen them on G-bodies as well as FWD A-body cars (1982-up). It's hard to be certain from the photo, but the offset appears to be FWD. Interestingly, Olds had a FWD version of the Super Stock II/III wheels used on the Cutlass Ciera.
