What do these numbers mean?

The two smaller pairs of letters on the left side of the tag should correspond to the embossed pairs of letters on the left side and right side tanks themselves on either side of the radiator. The larger pair of letters is for that particular combination of tanks. Those are the radiator unit ID that you’d see on a full build sheet. There are quite a few combinations used each year - different numbers of rows, A/C or not, 4 speed vs. auto and more. That’s a great find to still have your tag. They’re usually gone.

Would the numbers on the left be the same for every tag? Also, I came across a pic of an actual ZR tag and there's also a series of numbers across the bottom. Any idea what they designate?

3025794 is the radiator part number. The "2" in the lower RH corner is supposed to be the year (1972 in this case).
The month of manufacture is a letter located on the RH tank, between the two large letters. This example is a "D" for April.

Thanks Joe. What about the numbers on the left? Also, is it me, or is there a second "4" along the bottom?

I haven't been able to figure out the larger numbers. I struggled with that phantom "4" for a while. If it's really there, it's a mis-strike. There's supposed to be a gap between the seven digit part number and the year.

From v8buick.com
From what I have read the "Core code" below references the transmission cooler inside the passenger side tank.

The two letter code on the RH tank is different for those with AT cooler vs. those without. I've seen that number be anywhere from a single digit to three. At first I thought it might be a day number code, but apparently not.

IA is a very common small side tank code for Harrison radiators of that era. The large tanks vary quite a bit. Some GM muscle cars around 70 used the same large tank for both manual and auto trans cars. If it was used for a manual trans application, the trans cooler ports were filled with threaded brass plugs.
