I think your issue will be cost assuming you can find someone to do it at all. Whoever does it will have to make the tooling to produce the weatherstrip, and that won't be cheap. The big places like Soffseal, Metro Molded Parts, Steele, and such will probably not do it. But you can certainly ask. But be holding onto something when they tell you it will be $1000 or $5000 to make the tooling and another $200 or $500 for the product. They will probably also tell you that they'll do it as long as you can find another 100 or 200 or 1000 other people who would also buy it.
I think you will be far better off making something that already exists work. There are LOTS of existing weatherstrip shapes and sizes out there because there are so many makes and models of cars out there. I would certainly exhaust all of this before looking for custom-made.

I looked at the Steele website just now and did a search on their site for "custom-made weatherstripping." It turned up nothing.
But one of their menu items along the top is "Universal Parts." You might look at what they have there, and perhaps do something similar at other rubber sites.

What is so different about these bumper seals and what Oldsmobile models are they for?
