Discussing who owns the intellectual property after the sale will cover that. A commissioned work is typically owned by the one who commissioned (paid) for it, and the artist is permitted to retain the work for portfolio use only.
Back in the film days, there used to be heinous fights over negatives.
I am not a professional photographer, but, back when I was in highschool, the yearbook staff stole a whole bunch of photos I took of the campus and activities while I was working for the school paper because I had archived the negatives. Didn't hurt me any, and makes a good story, but, professionally, the same situation would have been bad.

If you work with him to design a board made 'just for you', he may use some design elements again, but I would think the next guy is going to want his car pic and details-not yours!
