You might look into a cap sold by AMK Products...chrome cap described as: "axle caps, GM Seat Pivot Retainer".
They show them to go over a 7/16 - 1/2" shaft size(s).
Their PN is 14051.....2 for $3 but they have a $30 minimum.
I'm looking at a pic of it in their paper catalog and it is the right appearance....I just don't know about the fit.
