If car starts rich all the time but runs fine , I would almost 100% say it is the composite float swollen from this alcohol gas today and is slightly sticking. replace with a brass one from NAPA. Eddie

We had the same problems in the late '60's with quadrajets and the composition floats. That's before alcohol laced gas.

I'm not sure what post you are responding to, but if a car starts rich then runs fine, my first guess would be choke adjustment.
