Qudrajet problem (I think) non Olds
Grandsons stock 76 Camaro has a high idle at a cold startup maybe 1200 RPM, takes an ad normal amount of time be for before it will come to what I feel is about normal , no tack I'm guising about 600 700 RPM. after warm up On very cold days some times 8 or 10 minutes will pass before a snap of the throttle will bring it down. Always idles fine after warm up or on hot days. Is this a choke problem ( I don't know if this is a mechanical or electrical choke) Or something else. Grandson and I appreciate your help on this matter....Tedd

Cold idle sounds reasonable at 1200. Most newer vehicles are 1000 rpm on cold circuit. Tube heat or electric, sounds like the choke is set too heavy. If the carb hasn't been rebuilt the choke stat may have rivets that need to be removed. If it has screws, loosen and adjust it counter clockwise a bit. That will cause the spring to come off earlier releasing the choke flap. With the q-jet and the choke set it will engage the weighted cams to high idle. Tapping the pedal will release the weights when the choke stat is off and the idle will drop down to the setting of the primaries. If it still has the tube heater or divorced choke ( a separate coil mounted in the intake manifold) look for bad choke tubes or a bad bimetallic coil. Aside from that x2 what eric said.

That car should have a secondary choke vacuum pull-off at passenger rear side of carb. Check to see if it's functioning. If it is, my guess is blocked choke heat tubes in the intake. Even in subfreezing weather it shouldn't take that long to come off choke.
Wouldn't hurt to hit all the linkage with a can of good choke cleaner.
