In the pre-internet days, the P-O-P served as a way of telling any dealer that your car was under warranty, and providing some information about included equipment.
A dealer, even one far away from where you bought your car, could use the P-O-P to confirm that your car was still under warranty, see what sort of drivetrain they were dealing with, and "charge off" the warranty repair to GM so they could get paid for it.
A brief explanation is here.

Its a warranty card. Don't throw it away its a good thing to have.
The dealer used this to keep track of any work done to the car for record keeping etc.
In my opinon, it can only help keep the value of an Oldsmobile a little higher verses one for sale that doesn't have one. How much value? I don't know. If I was looking to buy and Oldsmobile, I want to see a protecto plate, owners manual, mantainace log etc.
Its one of the those little detail items that helps keep the history of the car correct....and validate the VIN and original owner info.
