Yes, but even then, I don't know that these vehicle history reports actually give you names of previous owners as Mr. mb197942 appears to want. They tell you how many previous owners there have been, as well as flood damage, accidents, etc. assuming the info was reported.
Plus, any of these sites will tell you for free only what the year, make, and model are, but if you want any of this other info, you need to give them money. Carfax charges $30. I would pay if this was a used car I was seriously considering or if it was for a collector car of 1980 or later vintage that I owned.
And yes, this only works for vehicles with 17-digit VINs, which means 1982 or thereabouts and later.
