Never heard of a R blank. A thru K in blank ID. If you can both sides of this key and yours I can tell you right away. My initial thought is it will not work.
The 1935-1966 cars used one type of key blank. The 1967-up cars used different blanks that changed every year. This 1969 blank will not work for 1964 locks. Correct repro GM blanks for your car are available from numerous sources. I got mine from Speedway Motors. Generic blanks cost about $0.25 each. The GM repro blanks are about $5 each.
