What do I use to clue down the trunk felt for my 69 Cutlass S Convertible? Is any universal spray adhesive from my local auto parts store sufficient, or do I need something special?
You shouldn't use anything....just lay it down in there. You'll want to periodically check under it for water so gluing it down isn't a good idea.
The trunklid weatherstrips can leak water (after you wash the car, etc) so install it without glue. It'll stay in place on its own.

I'm not sure if the factory sprayed a few bands of glue on the backside or not but I wouldn't recommend it. The typical spray can trunk splatter paint is water based and not very tough when it comes to having water sit on it (a clear coat over the spray can paint would help).
Just lay it in there, install your spare, etc and it'll settle into place. As mentioned before, it'll be easier to remove if you need to do so in the future.
Also...the backing on the trunk felts can act like a sponge, further exacerbating the problem. The thin foam backing isn't very durable either and can dry out over time. Check the inside of the trunk each time you wash the car or at least for the first few times and you'll get an idea if small water leaks are going to occur.
