There was a '69 SSI wheel made toward the latter part of the production year, 14X6, that fits disc brakes. As I recall, through about the '68 production year, the SSI wheel didn't really have a wheel code other than the 795 marking. In the '69 production year, though, the SSI non-disc brake 14X6 wheel gained the wheel code LE, usually stamped in the inside rim between the two numbers that indicate the production date. Somewhere around March 1969 a new SSI 14X6 wheel came into production with an LY code that fit disc brakes. That wheel is hard to find today but they are out there, usually in 1s and 2s. I have the LY wheels that originally came on my '69 4-4-2 with factory disc brakes. I'm speculating a bit but I believe the LY wheel was made to replace the LE wheel so the SSI wheel could be used on either disc or non-disc brake cars. There are people on this site who have/had late production '69 A-body Oldsmobiles that came with LY wheels but without disc brakes.
