1. Did you see the owner ? It may have belonged to "Big Daddy" Ed Roth's Rat Fink.
2. It may be someone's feeble attempt at "Ape Hanger" for automobiles.

HaHa, I've never heard that term before, but it is most appropriate! Stupidest thing I see on scooters!

"ape hanger" is a term for the high handlebars some put on chopped motorcycles from the late 60's and 70's. When you ride your arms are extended up above your head like an ape hanging from a tree limb.
