Hard to tell. Just one pic but it looks not bad from that. How's the general rust condition, interior and driveline? Minor front end damage. Heck 1800 obo - that won't last long. I'd say offer 1500 and see where it goes.

I don't think 1800 is outrageous to ask if it runs. I agree with Allen check the rust and offer 1500 or 1200 if you have cash, 100 dollar bills make people sell things.

"Runs and drives good" - Wonder how it drives at all with flat tires. I'd offer $800 if the body is rust free-ish. If the rear quarters are gone, the fenders under "Cutlass" might be gone, then check the floorboards underneath the car...also check around front and back glass at the bottom corners. If the car is in Indy then I'm skeptical of its condition.

Just know that $1800 for a rust bucket is more expensive than $5000 for a clean body driver.

Id whip out 1500 cash IN HAND and hit him with the price, see where it goes like Allan said. Remember cash is king. Dont for get to take a peek everywhere check under the wheel wells both on the outside and from the trunk for rust (water vapor and rust like to just chill up in there for pretty much all old cars during the summer and just randomly explode through the quarter panels one sunday evening, straight up LOST a 69 Fury II that way :/) and check the fluids BEFORE he starts it up yada yada yada.. The whole shebang. Just be real thorough with the rust and body work, mechanics are just expensive nuts and bolts, body/framework is expensive, specific, critical, AND pain in the ***.
