Hubcap locks missing??

I found a nice set of wire hubcaps off a 80s Delta88, they are missing the lock components. Can they be used without the locks? They look like these. I know these are Pontiac but they are made similar. https://www.ebay.com/itm/4-1980-1985-Pontiac-15-inch-wire-spoke-hubcap-wheel-cover-NO-LOCK/263538895780?hash=item3d5c246ba4:g:vVIAAOSwKvJaoVx A&vxp=mtr

Weren't the locks just used so no one could steel them? They are not just to hold the caps on. Don't they secure to the rim like regular hub caps?

I Think they were just used as a theft deterrent, I just want to make sure.

There are two styles of wire wheel covers... The ones listed on Ebay for a Pontiac must use the lock (or a bolt) to hold them on... Oldsmobile wheel covers can be used without the lock/bolt depending whether they are early or late 80's style, basically FWD or RWD style 80's Delta... Do you have a photo of the actual covers you are planning to use or are interested in buying???

First, this style 1980s wire wheel cover comes in two different versions - one for 15x6" wheels as used on the Delta 88 sedans and another for 15x7" wheels as used on the Custom Cruisers. They are NOT the same, so be sure you know which ones you are buying.

Second, the covers are held to the wheels with spring fingers AND the retainer that is held by three of the lug nuts. The retainers also come in two different styles - the female style like these used on the 15x7 wheels and the male style (with a threaded stud in the center instead of the threaded hole on these) for the 15x6 wheels. Again, these do not interchange.

Note that each of these retainers requires three special flanged lug nuts that replace the regular lug nuts where the retainer fits over the wheel studs.

Third, the "locks" are either bolts (for the 15x7) or tubular nuts (for the 15x6) that use a key like wheel locks. This bolt or nut is really what holds the cover to the wheel. I have replaced the bolt-style locks with allen-head cap screws but there is no easy replacement for the tubular nut style.

I don't have a pic of the hubcaps, a local guy has them, he just said they were off of a 80s Delta. Since I don't know exactly what they are I think I will pass on them. I was wanting to put them on my Vista Cruiser when I change to 15 inch wheels.
