That hood is nothing really new. It's made by Glasstech for Rocket Racing

I just bought that same hood for the '69 I'm building. Seeing as it has no cage I doubt that it's all that fast. I agree that his asking price is high. Not because I think you can build it for less because I know that you can't. Trust me I know as I'm in the middle of that right now. Just based on what similarly built cars go for I think he will be keeping that for a while. The only cars that seem to go for that kind of cash are stock #'s matching restored 442's.
This car finally sold. Last I saw they were down to asking 15k and I have seen it in person and it is a VERY nice car with a perfect paint job. Fresh 670HP engine and runs bottom 10's. Who knows what they actually took for it.
