If it is fiberglass, that does not pose a fire hazzard unless soaked with oil.
If it is torn and hanging down and messy, removing it poses no immediate issue. However over the long term, the engine heat could help degrade the paint.
THose insulators are available repro for many cars, possibly yours...

What I did was, buy some Knauf HVAC air ductwork liner material from a commercial sheetmetal ductwork place, layed the old liner on top as a template and made a new one. The Knauf liners nice, as actually has a mesh backing, and doubt I'll have to worry about it again. For the large head mounting clips, I used Napa #665-1518 parts. Hope this is of some help.
