I believe Zone 30 to be Wisconsin. I've never seen a dealer code be 000. Maybe it is 008? Is this for an Olds? There were also "Region" codes as well to add to the confusion
Okay, then that makes me tend to lean towards it being sent to maybe a Buick dealer or some other GM dealership besides a dedicated Olds dealer. Maybe TK65 will have the answer?
Just speculation, but a three digit code of 000 could very well be a zone office code, in which case your car could have been originally for a zone manager for 3 or so months before it went to a dealership. How does the build date of the car (on the cowl tag) compare with the original purchase date if you have the POP? My '68 4-4-2 convertible was a zone manager car (Portland, OR, 25-010) for 3 months before it went to a dealership. It was built in the first week of April 1968 and went to a dealership in mid-July 1968.

Agree, that it's a warehouse type location for the zone.
Interestingly the car was a very early 72 Fremont build with a VIN sequence # of 100029 and a Fisher body # of: 000009
