If you had asked "what are good chrome shops near XXXXX" (you also didn't specify location), you would have gotten a useful answer. If you had asked "what are the best chrome shops nationally", you'd also have gotten a useful answer. In any case, expect to pay $750 or more to strip, straighten, and properly re-plate a Cutlass-sized bumper. There are places that charge less (such as Bumper Boyz). There is a reason for that.

FWIW, I had the bumpers on my 71 98 rechromed a few years ago by Goodmark for about $1400. They did an ok job but their customer service was lacking and bordered on rude. Don't use their services, there are plenty of other chrome shops out there that will do a better job for your money and provide better customer service.
Before I had Goodmark redo my bumpers I was considering a chrome shop in TX. Ultimately, I shipped my bumpers to Brainerd, MN to be re chromed by Goodmark.
I had both bumpers and front bumper guards on a 73 442 rechromed at Tri-cities Plating co inc 218 E. Mill St, Elizabethton TN 800-251-7536. Turn around was Quick and quality was top notch. Total cost was $1100& change. I was very pleased.
