Hello, while detailing an engine compartment(260) of a recently bought cutlass i noticed there are numerous blue bolts holding hood latch,cross bars and other parts in the engine compartment. The car is black and wondered if this is normal as they look out of place.

That doesnt look or sound right to me. probably had some repairs done from a donor car that was blue.

Back in the late '70's during the transition to metric fasteners they were colored blue.
