Was it possible to get a 71 442 with a 455 2bbl, with highway gears and a non posi? I had heard of a highway package or a touring package before, but was that available in 71

From 1964 to 1971, the ONLY 442 available from the factory with a single 2bbl carb was the 1968 Turnpike Cruiser option. Starting with the 1972 model year, when the 442 became an "appearance and handling" package only, it was available with any engine available in the version of the Cutlass it was ordered on.

Note that posi (Anti-Spin in Oldsspeak) was an option in any case, so many 442s were built without it. "Highway" gears are a relative term, but again many 442s were built with low numerical gear ratios.
