Trying to figure out what this button does?

Guessing with no responses, it must not be Oldsmobile. I’ve had a ton of Oldsmobiles and never seen this button. It’s weird because the car seems very original, just doesn’t seem like things were messed with or replaced. But I guess 53 years is a long time.

What happens when you push/pull said appendage while pulling out the belt? Can you pull the cover?

when you rotate the ****, it releases the ratcheting when you pull on the belt. Don’t know what benefit this is.

I've had a couple of those with the button on full sized cars.

Well now that I'm looking I'm beginning to think it was an option on 1969's. I've got that in two Vista Cruisers, a Delta Custom but not in two Toronado's. So not even every 1969 had it.
