Yes. You have to stand on your head to look up under the dash to the back of the instrument panel. I don't think you have to move anything, but if you have small hands that will help! The back of the speedometer head on the 1968 has a fitting on the cable housing that threads onto it. I believe the 1969 was the first year that it has a clip that you need to depress with your fingers then pull the cable off.
I'm pretty sure 1969 was the first year the A-body used the clip rather than threaded speedometer cable housing. Joe, if I have that wrong please speak up! But here's a few photos of a 1970 speedometer with the same clip. You need to depress it before you can pull the speedometer cable & housing off. You don't need to disassemble the dash to remove it but there are some pretty simple things you can do to make your life a whole lot easier. Remove the front seat because you WILL be laying on your back. Dropping the steering column would also provide some helpful clearance to get your arms where they need to go.
I initially responded but deleted it because I was unsure what you were asking. If you are asking if the gauge pod can be removed out the front, the answer is yes. There's ground jumper that's attached to the gauge pod mount that's very difficult to get back on with the dash installed but it can be done. A thin frosting knife helps to get the pod out the front. Removal of the driver's seat is pretty much mandatory
