Unhappy 63 Dynamic Steering column ground lost

I bought a 63 Oldsmobile Dynamic 88 and the horn does not work. After further testing, I found that the horn button just delivers a ground back to the horn relay, The button shorts out to the steering column when pressed fine. The problem I have is that the steering shaft is not grounded to the chassis. Does anyone know if there is a ground strap somewhere that would ground the shaft. I thought of running a wire from the horn button location down through the column, but turning left and right might not be a good idea. I appreciate anyone's feedback. Thanks.

I think power steering was installed later in its life... don't know if that caused the issue or not. I'll check out the rag joint.. thanks for the info!

That's exactly what the issue was! Thanks! It was snipped on both sides of the rag joint and there was enough copper left to crimp a short wire between them. The horn now works great.
