In nearly 50 years, I've never once paid any attention to the tightening sequence. Just get them all started first. Assuming you have the correct spacers, they pull the brackets to the correct alignment with no additional issues.

Most automotive stuff is set with a datum, that locates it in X and Y, and the fastener does Z, and then the sub datum does rotation. This can be seen with one small hole (the datum), and one slotted hole (the sub datum) and other bigger holes (the rest of them.) Our standard rule of start all bolts before tightening will take care of it for you.
