They were actually, in most probability, primered or even bare. The bodies were painted before they were placed on the frame, but they were not aiming to paint the bottom of the car. A certain amount of overspray of body color surely happened. Some parts of the car that would be seen from the sides, like the fenderwells and outside of the frame rails, got painted probably a very thin, watery black so you wouldn't see surface rust just standing next to it.
I think most people use a flat or satin black. Eastwood makes a chassis black that might do well on the body panels too. I would paint mine flat black and do the whole underside.
