1966 cutlass headlight bezels

1966 cutlass headlight bezels
I was wondering if anyone knew if the entire outside of the headlight bezel is supposed to be black it looks like someone painted them at one time. I know the inside is satin black and the center section as well but it seems to me rest of it was just the aluminum.Thanks
