Both the console and power windows were extra cost options, and in 1964, few people ordered power windows (or A/C for that matter). Hard to believe today, when you can't get a car without those things.

In the 1964 model year, BUCKET seats were standard in the Cutlass models. The console was option D55 and cost an extra $75.32. Power windows were Option A31 and cost an extra $102.22.

Bench seat was not available on Cutlass hardtops or convertibles.

In other years the bench was a credit option on cars that came standard with buckets, but as noted, in the 1964 model year the two door Cutlii only came with buckets.
