1953 Wire wheel covers

I have a set of 1953 Olds 15" wire wheel covers that do not appear to have any recognizable mounting method. Does anyone have a photo or information on mounting these wire wheel covers that would care to share? Thanks
Pic below is not mine but for reference.

Wow, thanks for the info. I wish I'd have had this knowledge when I bought these years ago. The PO is now deceased, I bet if I knew what to look for, they might have been available. Thanks again for the quick reply.

I kinda think that mounting plate was an anti theft thing - but I'm sure it ruined a wheel cover if someone tried to steal one not knowing that bracket was holding it in place. I had a set of these that I mounted on a '52. I just snapped them over the existing clips for the standard dog dish hubcaps. They stayed on. That's why I think they are an anti theft thing.

Unrelated, I thought they used roller bearings through '61...
