Horn problem

Hi guys. I think the answer is relay but I am not real good with this stuff so I ask. When I push the horn button the relay clicks. If I put a jumper wire from the positive battery post to the connector with the black wire the horns beep. Bad relay?

There is a lot of corrosion on those contacts. Clean them well with a wire brush or sand paper and try again.
