69 Cutlass. My horn periodically honks when moving the steering wheel. I removed the horn button and it will still do it with steering wheel movement. I figure something is making contact but don't understand where it could be. There is a plastic sleeve that goes through the hub to prevent that. Any thoughts?
While were at it. Joe had said that the steering column has a mark on it that should be at 12:00 to be centered. If you expand the pic you can see my mark is kind of at an angle. It almost looks like it wasn't what the factory would have done. Is that common and should I trust it?

"Periodically honks" You have a tilt column it looks like. Does it honk periodically when the "column" is being shifted up/down or when the steering wheel is being rotated...or both?

In addition to any other problems you may have, I can tell you that your steering wheel hub isn't indexed properly on the column. The post where the pin comes up through the hub should be at about the 10 o'clock position with the wheels straight ahead. If it isn't indexed properly your turn signal won't cancel correctly. The lock plate on the steering column under the hub should only go on the shaft one way, which constrains the post to the correct location. You've got problems in that column.
