I'm planning to reinstall the headlight switch bezel but I noticed this piece of tape covering the hole where the light shines thru. Is this tape there to defuse the light or did the previous person forget to remove the tape. Just wanted to know if that tape is for a purpose?

There is a small piece of tape that sometimes holds a small rectangular piece of blue plastic to that bezel pictured that the bulb illuminates for the headlight switch.
