Headlight proper adjustment

I recently replaced the entire radiator core support including one of the head light assemblies. Now the lights are way out of adjustment and shine at different heights (see picture). Any tips as to what the proper height should be before I mess with the adjustment screws?

There is a procedure in the CSM though which bases them shining on a wall and measuring different points.
I typically just shine them down the alley at night, blocking one and adjusting the other, then switching.
