That looks like the throttle cable.

That opening is for the vacuum hose for the heater control to vac tank, AC water valve vac line if you have it, vacuum trunk release to the switch.
It's also a common place to run aftermarket accessory gauge lines through.
The accelerator cable comes through a hole to the lower right of that, you can see it in the pic if you look close.

I'm missing the grommet for this exact hole on my '71. My assembly manual has a vague picture with no detail. Does anyone have info on this grommet (i.e. size, holes, availability)? There's a lot of wires and hoses coming out of that hole and I don't think the 'three-hole' style would do it. TIA.

I just purchased the grommet for my '68 from Fusick for this hole. Fits perfectly. Should have one for the '71 as well.

Conversely, the firewall plug needed to the right of where the brake booster is doesn't fit at all. Not sure if they sent me an incorrect plug or they just don't make one that is correct. Run into this quite a bit on the Olds cars, I've found--they try to use Chevelle items to fit the Cutlass/442 and it doesn't work.
