Blower relay question

Blower relay question

Trying to get my friend's '69 H/O underhood wiring straightened out. It's got A/C and Cruise. The High Speed Fan Relay has been replaced with a Horn Relay and attached to one of the bolts for the A/C Vacuum Accumulator on the Firewall. According to the assembly manual (and photos of correct engine compartments, without Cruise) the correct Relay should be mounted directly behind the Brake Booster. We have the correct Relay to replace the incorrect Horn Relay that someone substituted at some point. My question is: There is NO evidence of anything ever being mounted behind the Booster. No holes, marks, bolts, etc. Could this relay have been mounted in the middle of the firewall or somewhere else maybe due to the Cruise?

The blower relay is located in the area behind the booster and up a little so if there are no holes it may be that someone filled them in. The car has been played with so who knows what was done. Or, maybe the car was not originally an AC car and someone added it and never located the relay in the correct location.
