after sitting for years gen light stays on and alt charges 16.5 volts. replaced alt,external reg. horn relay. no change any advice? thanks!

Install a good quality digital voltage regulator. Did you keep the old parts?

FYI, even the electronic voltage regulators are analog. There is no digital circuitry in them.
