56 Brakes

I have a 56 88 Holiday 2 dr hardtop which has a 455 engine, turbo 400 and a 9 inch ford rear. My problem is the brakes, they are incredibly touchy! The pedal moves no more than 1 inch from off to full on, very hard to modulate. I did not build this car rather I bought it with the work done on it.The car has the stock power brake booster under the floor which has been replaced once. Are they all touchy or is it something which is pecular to this one? Thanks Dave E

does it have discs? did they use a proportioning valve etc? I have a reconditioned treddlevac on my car and I wouldn't call it touchy. more I get twitchy when I have to stand on the brakes.
