Cold air from the heat vents! Need visa versa!

Cold air from the heat vents! Need visa versa!
Finally got a belt for the a/c on my 75 delta 88. The system blows cold air but from the floor vents. I know that it must be a vaccum issue but is there a way to manually move things to make the cold air come through the dash vents?
