I've been wondering about this for a while. '61 88 (and 98 I would guess). Were the back up lights an option? If they were then what did the rear valance look like if they weren't ordered---no holes or block off plates?

I did find reference in one of the '61 Oldsmobile tech publications about adding the lights (wire grommet's hole cutting into the trunk). But no pic of the valance.

They were optional until 1967, though I think they became standard on Ninety Eights in 1966 due to the way their taillights were made. Let's just say this clear taillight fad the ricer kids are into, is nothing new. Cadillac, Olds and Chrysler all had clear taillight sections with red inner reflex lenses in 1966.

1961 valances without backup lamps had a bright metal blankoff plate covering the backup lamp openings. Most Oldsmobiles from about 1950 on incorporated the backup lamp into the car's overall styling in some way. Some years the clear lens was in place even without them, other years the bright metal piece was there.

 

Backup lights became standard equipment with the 1966 model year by U.S. Goverment mandate. Also driver side outside rear mirror was required at the same time.

I owned a 65 Bel Air that did not have seat belts or backup lights!
