Short answer is Yes.
But if the car had any of the following you could not get AC.
(M21) 4-Speed Close Ratio Transmission - Floor Shift
(G88) 3.91 to 1 Performance Rear Axle Package
(G92) 3.42 to 1 Performance Rear Axle Package.

 

This is getting nit-picky: it's not necessarily that the M21 was not available with AC but, rather, Oldsmobile deemed the gears available with the M21 were not compatible with AC.

 

I understand what you are saying. I only listed it that way because that is "exactly" what the order form shows for option (C60) Air Condioner.
