I found a site that tells all the info
but can someone tell me in plain english?

I can get you at least part of the information (from the Cars and Parts Identification series, published 1996).

At the Top:
04E = Build date (5th week of April)
A = ???

ST 65 = 1965 model year
3 = Oldsmobile Division
3 = Series (F85 Standard)
8 = Engine type (Cutlass V8)
67 = Body Type (2 door convertible)
3867 together is the style number = Cutlass Convertible
LAN = Lansing Assembly Plant
7523 = production sequence

TR 950 = Black Vinyl Interior
-B = ???
C-1 = Provincial White Paint, White Top

WS 2KXG = ??? (Option codes used by Fisher Body)
4H 5W = ??? (Option codes used by Fisher Body)

Hope this is at least partially useful. Others will know more about the Fisher Body option codes

Sure! First thing: Post a title that means something; "Can you help....." doesn't help us help you, it is rather meaningless. Try something like "Need decode with '65 data plate".

Please let me know what site you're referring to.

Okay, in addition to what Cameo White said:
"B" questioned is bucket seats
"A" questioned is more obscure date code for the month produced. I don't have the codes for '65 with me, but I presume A is April in '65.

G console
Column 4
H upper side body molding
Column 5
