70 cutlass convert! help

I have a 1970 cutlass convertible. the convertible top goes down easy, but it only goes up about a 1/4 of the way and needs to be lifted the rest of the way. Any ideas?? do i need a new motor ? is oil low? does it need to be bled? Not to familiar with convrtible tops , thanks for the help.
