I didn't know HP made switches lilke that.............. J/K. No, that is not a Muncie 4 spd reverse switch.

1993493 Clutch Start Switch 1969 (and probably several other years)

Assembly Manual 1969 Section 7 page 110. I know it well, tore mine off my 69 for some boneheaded reason. Yes sort of, normally open switch that locks out starter unless clutch is depressed.
